Garage slabs are usually laid lower than the house, often with no damp-proof membrane and no insulation. Battening over the top gains a warm floor and loses head height; a new insulated slab costs more and gives you a proper room.
You are paying to heat, insure and maintain both of these rooms already. Turning them into usable space costs less per square metre than any extension, because the structure and the roof are there. The catch is that both fail in specific, predictable ways — and the failures are always about damp, head height or heat.
One measurement decides it, and it takes two minutes. Everything else is design.
Measure from the top of the ceiling joist to the underside of the ridge. Below about 2.2 metres and a straight conversion will not give a usable room without a dormer or lowering the ceiling below. On the 1930s semis around Bedwardine and St John’s this is nearly always the answer, which is why almost every loft conversion in Worcester there includes a dormer.
Older Worcester houses have a cut roof — rafters and purlins with open space between. Those convert readily. Houses from the 1970s onwards, and most of Warndon Parish, have trussed roofs: a web of W-shaped timbers filling the void. They can still be converted, but require a structural arrangement — or you may explore a single-storey house extension instead.
Building Regulations require a proper fixed staircase to a habitable loft room, not a ladder. It has to land somewhere sensible and it takes space out of the floor below. Where that staircase goes is usually the hardest decision in the whole project, and it is worth solving before anything else is agreed.

Filling the up-and-over opening needs a proper foundation under the new wall — not blockwork stood on the existing slab edge. This avoids future cracking above new windows.
Usually not. Both commonly fall within permitted development, and a garage conversion that does not change the external appearance often needs nothing at all. In most of Worcester, no — provided there is still off-street parking. A usable room is worth more than a space used for storage. Where it can hurt is on properties with no drive and no on-street permit.
Yes, and it is a sensible compromise on a longer garage: a room at the front, storage at the back with original access retained. The dividing wall needs to be insulated properly.
